Canada Investor Visa Overview
The Quebec Investor Program, which is administered and guaranteed by the government of Quebec, Canada’s largest province, has been in operation since 1986.
With the Quebec Investor Program, your capital is invested in a five-year, zero-interest, government-guaranteed Quebec term note that supports Quebec-based businesses, creating jobs and fostering economic growth. Investors in this program must initially be destined for Quebec.
At the end of 5 years, your full capital is returned and you enjoy the satisfaction of having made an important contribution to the economy of your new country and the well-being of your new fellow citizens.

- Low minimum investment requirement of $800,000 CAD (£400,000).
- Financing option available with a minimum down payment of $220,000 CAD (£110,000).
- Secure Canadian permanent residence in 12 to 15 months.
- Your net worth must have been accumulated through the operation, control or management of a business.
Investment and Financing
The Quebec Investor program permits applicants to finance the bulk of their investment through designated securities brokerage firms and investment banks. Typically the financing schemes require a down payment of approximately $200,000. The bank loans the applicant the balance of $600,000. The applicant deposits the sum of $800,000 with the Government of Québec.
The down payment is not refunded at the end of the five year period. The bank takes fees and interest from the down payment, the immigration agent takes their commissions from the down payment. The net cost to the investor is the down payment.
Benefits of the Canada Investor Visa
Investors in the program will receive a permanent resident visa from the Government of Canada. Successful applicants are required to make their investment for a period of five years, at the end of which the capital is returned without interest.
Note that the Canadian Charter of Rights and Freedoms guarantees mobility rights, or free movement within Canada: “Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right to move to and take up residence in any province and to pursue the gaining of a livelihood in any province.”
